None of these seem to fetch too high a price - admittedly, that's not necessarily an indication of their rarity, but since the demand isn't particularly high it's still possible to get some relatively easily. Good find, though - and welcome to bricks.se!

Also, the page itself says: Building instructions labeled "NA" or "V39" may be printed on US standard letter size paper (8½ in × 11 in, 215.9 mm × 279.4 mm). Building instructions labeled "IN" or "V29" may be printed on EU standard A4 paper (210 mm × 297mm, 8.3 in × 11.7 in.)

It's always worth trying; LEGO doesn't usually care where you got the set; but if it's not recent there's a risk that the part is not produced anymore, and then they won't be able to replace it. But try anyway, they're usually very friendly. You can also add the part description (photo) to your original message so that we can identify it for you.

For smaller assemblies, a 2x2 round brick is probably more than you'll ever need as it has a cross hole in the middle
