Although that makes sense, I think that's not totally correct, as I've never heard of an extra part missing, or of an extra extra part. I think the rationale is more than certain parts (1x1 round, cheese slope, technic pins...) are more likely to end up lost, and thus you get a replacement part right from the start. But it's always small parts, yes.

The train remote should be OK for speed, but steering is probably not going to be easy. One thing you could do is combine one of each, but that may be extreme. Note there is also a specific PF car base, but frankly it's not that great. Or, a NXT brick with a IRLink, then you can do pretty much what you want programatically.

Actually the lower age requirement was the driving force behind the change, and that's why the model was deemed not stable enough as it was. It was just stable enough for 16+, not 14+. Anyway, see Kramii's answer which is authoritative.

All train elements in the Western Train chase are standard ones, including train wheels and magnets. The construction of the front is certainly a bit different, but I've seen people replacing that by a motor (9V, actually) without trouble. You could also motorize the first waggon, which may be easier to fit a battery box.

@tooshel Not really, the "Erling" brick is the nickname of the brick illustrated above. However, there is a newer 1x1 brick with 1 stud, where the stud is not recessed, and that had a closed back. That's what Pierre Normandin used for the lights of that train, so you'll have to replace them. You could also use 1x1 Technic bricks if you have some.
