@Kramii if it's a keychain there's a good chance it's been made in china - check if there are rectangular cutouts under the arms. Plus, keychains are partially glued anyway, so just glue the legs as well.

Although that makes sense, I think that's not totally correct, as I've never heard of an extra part missing, or of an extra extra part. I think the rationale is more than certain parts (1x1 round, cheese slope, technic pins...) are more likely to end up lost, and thus you get a replacement part right from the start. But it's always small parts, yes.

The train remote should be OK for speed, but steering is probably not going to be easy. One thing you could do is combine one of each, but that may be extreme. Note there is also a specific PF car base, but frankly it's not that great. Or, a NXT brick with a IRLink, then you can do pretty much what you want programatically.

Actually the lower age requirement was the driving force behind the change, and that's why the model was deemed not stable enough as it was. It was just stable enough for 16+, not 14+. Anyway, see Kramii's answer which is authoritative.
