I'm thinking the Ravenglass & Eskdale railwayRavenglass & Eskdale railway of narrow 15" = 2 heads of 7•5" each, so like narrow Lego track with 2 studs between as minifigure heads have 1 stud. But then normal 4 studs between is less than normal guage at same scale.
